De Soto city engineer and Baldwin City resident Mike Brungardt stands beside a filtration vat in the water treatment facility the city of De Soto owns and operates on the closed Sunflower Army Ammunition Plant. Baldwin City, De Soto, Wellsville and Douglas County Rural Water District No. 1 are exploring joining in a wholesale water authority that would be supplied with water from the plant.
