II. Consent Agenda: (All matters listed on the Consent Agenda are to be considered under one motion and will be enacted by one motion.
There is to be no separate discussion on any Consent Agenda Item. If discussion is desired by an elected official of the City on any Consent
Agenda item, then that item will be removed from the Consent Agenda and considered separately).
A. Consider the draft minutes of the November 5, 2012 Regular Meeting.
B. Consider Appropriation Ordinance No. 2012-11B: claims against the City for goods provided and
services rendered.

IV. Special Reports or Presentations
Tony Brown: Kansas Sculptors Association project
V. Unfinished Business
A. Consider Ordinance No. 1288 repealing Ordinance No. 973 and prohibiting parking on both sides
of Eisenhower Street between Ames and the northern terminus of Eisenhower Street. (Greg Neis)
VI. New Business
A. Consider for first reading Charter Ordinance No. 22 exempting the City from the provisions of
K.S.A. 12-621 relating to sewage disposal works improvements and the issuance of bonds
therefore and providing substitute and additional provisions relating thereto. (Chris Lowe)
B. Consider Resolution No. 2012-13 authorizing the Mayor to execute documents regarding
economic development initiatives associated with NEBORS, LLC and to authorize distribution of
those funds. (Chris Lowe)

Can anyone fill me in on what economic initiative we are working on with NEBORS, LLC?

Do a search of this newspaper site above and you will see that the 1st and only time NEBORS, LLC has been mentioned is in this agenda article.
So, the council is considering a motion to authorize the mayor to spend taxpayer money on this NEBORS, LLC, and it has never been presented or explained in this newspaper before.
Any surprise here that the majority of taxpayers know nothing about it.

When can we expect a detailed news story regarding these important city meetings ? The public should be informed by "our" local newspaper as to what our elected officials are doing with our tax dollars.
Maybe this is the reason taxpayers are surprised (and sometimes shocked) by big dollar projects suddenly appearing on the horizon long after any discussion period has expired. Projects that IF the public was aware of might just generate a lot of criticism since they benefit a small, insider-connected constituency.
We are now 1 week past this meeting.

Perhaps we could be told why city (taxpayer) funding is still on the agenda for the Kansas Sculptors Association after many citizens voiced their unequivocal NO to this expenditure.
Maybe the city council and mayor need to take the public's pulse again over this "Visioning" exercise. It seems the first time around they didn't catch the public's disgust for all the wild, fanciful spending on projects beyond the basic scope of city services.
